The consultant will independently assess the project’s performance, generate lessons learned, and provide actionable recommendations to strengthen future coordination, advocacy, and localization efforts in Libya.
The evaluation will use a mixed-methods approach with primarily remote data collection, ensuring inclusiveness and adherence to ethical standards including Do No Harm and safeguarding.
