Job Summary

  • The Project Director will lead transformational change initiatives across capital budgeting, finance, and procurement functions to improve financial sustainability, transparency, and operational efficiency.
  • Work closely with capital delivery and asset management teams to modernize capital planning processes by integrating long-term asset management, lifecycle costing, and performance-based decision-making frameworks.
  • Enhances divisional financial systems to improve tracking of capital funding sources, including Section 42, Community Benefits Charges (CBCs), and Development Charges, and leverages enterprise systems such as SAP, PBF, and CAPTOR to support accurate budgeting, forecasting, and reporting.

Key Requirements

  • Post-secondary education in Finance, Accounting, Business Administration, Public Administration, or related field
  • Extensive knowledge of GAAP and Public Sector Accounting Standards
  • Extensive experience preparing capital budget for large municipal infrastructure
  • Extensive experience working with executives and senior management
  • Extensive experience leading staff through major change initiatives
  • Experience leading major financial transformation projects
  • Strong knowledge of public sector procurement tools, governance and practices
  • Superior analytical and human relations skills
  • Proven ability to exercise discretion, initiative and creativity
  • Highly effective presentation skills
  • Knowledge of current and emerging City-wide strategic initiatives
  • Demonstrated political acumen, judgement, and insight
  • Familiarity with relevant legislation
  • CPA designation is an asset
  • Valid Province of Ontario Class "G" Driver's License
