World Vision Cambodia is seeking a People and Culture Specialist for Learning and Development to enhance leadership and talent management within the organization. The role focuses on developing and implementing learning initiatives, managing talent pipelines, and fostering a culture aligned with the organization’s Christian values.

Job Summary
This position will provide organizational oversight in designing, managing and coordinating the learning and development initiatives of World Vision International – Cambodia to build and strengthen leadership and talent pipeline.
Key responsibilities include managing leadership and talent development, developing capacity building strategies, overseeing performance management, coordinating staff engagement surveys, and designing new hire orientation.
The role requires a Bachelor's degree in a relevant field with at least 4 years of experience in HRD, organization effectiveness, or leadership development, and proficiency in Khmer and English.
