Job Summary
Leads the delivery of the City’s SAP Payroll Modernization Program, a complex, multi-year enterprise transformation impacting all divisions.
Responsible for planning, governance, and execution of the SAP S/4HANA Payroll (PCE) implementation, including integrations, data migration, testing, and cutover.
Provides advanced project leadership, stakeholder and vendor management, and technical oversight to ensure legislative compliance, collective agreement alignment, and uninterrupted payroll operations during transition to the new solution.

Key Requirements
Post-secondary education in Business Administration, Information Technology, Human Resources, Finance, or a related discipline, or an approved equivalent combination of education and experience
Project Management Professional (PMP) designation or equivalent certification is considered an asset
Extensive experience leading large-scale, multi-year enterprise system implementations for SAP S/4HANA Payroll and or SAP ECC Payroll within a complex public sector environment
Demonstrated experience managing full project lifecycles including business requirements validation, solution design oversight, system configuration, integrations, data migration, testing cutover planning, and post-go-live stabilization
Experience managing multidisciplinary teams including functional, technical, integration, data, testing, and change management resources, as well as external system integrators and vendors
Highly developed analytical, problem-solving, risk management, and decision-making skills
Excellent written, verbal, presentation, and stakeholder engagement skills
Demonstrated experience managing capital and operating budgets, vendor contracts, procurement processes (RFP/RFQ), and financial reporting for large transformation initiatives
Knowledge of municipal governance structures, public sector accountability requirements, accessibility legislation (AODA), and relevant employment and health and safety legislation
Ability to exercise sound political acuity, negotiation and conflict resolution skills
