The International Rescue Committee is seeking a dynamic leader to ensure the quality and strategic direction of Economic Recovery and Development programming in Ukraine.
This role involves leading the entire program management cycle from design and planning to implementation, monitoring, and evaluation while aligning with national systems and international standards.
The successful candidate will represent IRC in key coordination forums, engage donors for resource development, and provide hands-on capacity building for field teams across multiple locations.

Must-have
5+ years experience in cash and voucher assistance
Livelihoods and micro-enterprise development expertise
Social protection system strengthening experience
Multi-donor grant management and proposal writing
Team supervision in cross-cultural emergency settings
Stakeholder engagement with government and UN agencies
Nice-to-have
Media training for high-level advocacy representation
Experience with shock-responsive social protection pilots
Fluency in spoken and written English
Knowledge of BHA, BPRM, and ECHO donor regulations
Capacity building and mentoring skills for field staff
Key Requirements
Minimum Bachelor's degree in Economics, Finance, or related field
At least 5 years relevant work experience in ERD sectors
Demonstrated experience supervising multi-disciplinary teams
Previous experience in emergency preparedness and response
Excellent computer skills in MS Word, Excel, PowerPoint
