The International Rescue Committee (IRC) is seeking a consultant to conduct a SASA! Together baseline assessment for the PROTECT SRHR project in six districts of West Nile, Uganda.
The assessment will gather critical data on knowledge, attitudes, beliefs, and practices related to power dynamics, gender equality, and GBV to inform project design and tailor interventions.
The consultant will be responsible for developing an inception report, leading data collection, analyzing findings, and facilitating a stakeholder validation workshop.

Key Requirements
Master's degree in Social Sciences, Public Health, Gender Studies, or related field
At least 5 years of experience in baseline assessments, research, or evaluations in GBV and SRHR
Proven proficiency in qualitative and quantitative research methods, data analysis, and reporting
Experience with the SASA! Together methodology or similar community mobilization approaches
Strong understanding of Uganda's socio-cultural and political context regarding GBV, SRHR, and gender equality
Demonstrated ability to engage diverse stakeholders
Commitment to ethical research practices and safeguarding standards
Proficiency in English, knowledge of local languages is an advantage
