Job Summary
The main objective of this mission is to support the Government of Congo in developing its national SIGE strategy, school mapping, and action plan for 2026-2030.
The consultant will work under the authority of the UNESCO Representative in Congo and in close collaboration with international and national technical teams to update diagnostics, provide technical assistance, and develop regulatory frameworks.

Data production and dissemination procedures
Project management in education sector
Fluency in French and good English
Nice-to-have
Experience in African education contexts
Knowledge of ODD4-Education 2030 and CESA UA
Capacity building and team management
Understanding of Central African socio-economic context
Experience with UNESCO StatEduc platform
Key Requirements
Master’s degree in Education Planning or equivalent
Minimum 15 years experience in education sector planning
At least 5 years experience in African context
Experience managing at least four similar projects
Proven expertise with UNESCO StatEduc platform
Certification in project management (PRINCE2, PMP) preferred
