Wahanavisi is seeking a Wash Technical Coordinator in Timor-Leste to lead and support WASH (Water, Sanitation, and Hygiene) program initiatives. The ideal candidate will possess extensive experience in WASH programming, technical assessment, and design, particularly in rural contexts, along with strong analytical and stakeholder engagement skills

Job Summary

  • Support the WASH Program Manager to develop, update, and apply WASH technical minimum standards and guidelines aligned with Government of Timor-Leste and WVI standards for WVTL staff and implementing partners.
  • Monitor WASH projects throughout the project cycle from feasibility and design to construction, operation, and evaluation using mWater and other digital monitoring systems.
  • Coordinate and support engagement with key stakeholders and government institutions (e.g. DNRAS, NDCC, SMASeA, PARTISIPA, BTL, PNDS) to ensure WASH technical solutions respond to community needs and local context.

Key Requirements

  • Minimum 5 years' professional experience in WASH programming
  • Proven experience in technical assessment, design, and supervision of WASH infrastructure projects
  • Demonstrated experience integrating climate resilience, DRR, and Nature-Based Solutions
  • Experience working with government agencies, NGOs, donors, and community structures
  • Bachelor’s degree in civil engineering, Water Engineering, Environmental Engineering, Public Health (WASH focus), or related field
